Make MIME-encoded messages in QWK packets "opt-in"
As pointed out by finglonger (SILENT) on DOVE-Net Tech Talk, non-Synchronet systems (or even just older Synchronet systems) can't MIME-decode message bodies, so they see some posts (like the TLDR newsletter posts in Tech Talk)
as "a wall of text". So Synchronet will now extract the plain text portion
of MIME-encoded messages and decode them fro QWK/REP packetes automatically, unless the QWK user or QWKnet node has chosen to include MIME-encoded messages in their packets.
Similarly, the QWKnet hub configured in SCFG->Networks->QWK->Hubs now includes an option to enable MIME-encoded text. I also noticed that the word-wrap option was missing from this menu, so now if your QWKnet hub is some older BBS software that can't word-wrap message text on its own, set that option to "Yes" (it defaults to "No").
