build: include Botan system certificate stores

The minimized vendored Botan build enabled X.509 parsing but omitted the
system certificate-store modules. xp_tls_botan3.cpp now includes and
constructs System_Certificate_Store for Web-PKI validation, so the
Raspberry Pi build failed as soon as it reached that source file.

Enable the system-store facade and the flat-file CA-bundle backend on
Unix. Select Botan's native system-store implementation on macOS and
both Windows targets. Keep the CMake vendored module list synchronized
with the GNU make build.
