syncretro: record what a section in games.ini means
A section means someone on this project has run that cabinet -- not that
the romset exists, not that MAME has a driver for it. That is what makes
the file a home for button labels, stick2 and boot_frames: each is a claim about a machine somebody played, and in a file where most sections were machine-generated none of them would be verifiable by inspection.
Also points at the reverted bulk import as the durable archive of the 4740 names it added, since a sysop who owns those romsets still wants them, and games.local.ini is where entries nobody here has run belong.
The suspend/resume design picks up the same rule to bound what any bulk verification of save_state may cover, and now states that the arcade ships
with save_state off for every romset. The cabinet toggle still delivers the half of the request that asked for a way out of the shared high-score
table, and enabling romsets later is a data change rather than a code one,
so the verification tool is a separate deliverable with nothing depending
on its timing.
