Plan: SyncRetro suspend and resume

Six tasks implementing the design committed alongside it. Task 1 fixes the snapshot staleness key and pins it to one golden value that both halves
assert, because the two computing it differently is the failure the design
is exposed to and it reports no error: the picker would mark a cartridge resumable and the door would then decline to resume it. Task 2 gives the
door the flag, the write and the restore; tasks 3 and 4 give the lobby the decision, the picker marks and the cabinet toggle; task 5 ships the two switches; task 6 documents and verifies.

Carries the live-system constraints this repository imposes, since it is a running BBS: build.sh deploys through a symlink and must not be run, and exec/load and two packages' lobby.js are live the instant they are saved.
