    Log Message:
Offer BBSDEV.DRP and DOORDROP.INI drop files to external editors

Both types are now in SCFG's drop file list for external message editors,
not only online programs. When an editor uses one, the message editor
launch writes the file to the node directory, hands the editor its path
in the BBSDEV_DRP or DOORDROP_INI environment variable (the %f specifier
keeps naming the message text file) and, for DOORDROP.INI, removes the
file after the editor exits. A failure to write the file aborts the
editor instead of launching it with a dangling path.

The DOS-side path of a drop file (the DOSEMU drive on Linux, the doscmd
drive on FreeBSD, the short path on Windows) moves from exec_xtrn() into dos_drop_path(), so the editor launch shares it. The doscmd drive
letters, until now string literals in the .doscmdrc writer, get DOSCMD_*
    macros alongside the DOSEMU_* ones.
