The problem with these people when it comes to growing and improving is recognizing they need to grow and improve.
I had a college prof who used to say "The first step in being smart is knowing what you are dumb at." I've seen the application of this many times over the decades as well at the anti-application: If you already think you know, you don't try to learn more.
My guess is that the ruined public education system choked all desire to explore and learn more out of these people.
