Key BIOS requirements are UEFI for booting and 'Secure Boot Enabled', which means the system needs to have TPM 2.0 support.
I found a solution. Since it is an HP computer, I entered the serial number onto their
support page and downloaded every Device Manager for this model and loaded them
onto my USB stick that I was going to use to install the OS.
While booting up with the stick, I selected each folder containing the various drivers, and
finally the OS installed successfully. I have to admit how elated I was that after about 5
days of trial and error, it finally worked! Windows 11 machine.
The customer was happy too.
